RECR

14 JUL 1911)

In continuation of 29 despatch of June 15, I have

the honour to tranmmit to Your Excellency herewith a

summarized account, prepared by the Chinese Secretary 3

of an interview which I had with Shêng Kung pao on the

19th instant on the subject of the Working Agreement for

the Canton-Kowloon Railway.

The impression I gathered from this interview is

that Shêng, whila prepared to take into account the gros-

tor cost of the Hongkong section of the railway in fixing

the rates, would not entertain the 1čec et Joint Yanage

munt and considered that the procedents for the junction

of

frontier railways in Buropean countries should

form the basis for negotiations.

He seemed to think that the railway could never

compete with the water carriage for goods truffle, but

regarded its prospects as more hopeful in the matter of
